Memoranda of Understanding

A Memorandum of Understanding (MOU) is a formal agreement between two or more parties that outlines a general understanding, goals, and intentions used by Illinois State University as an intent to pursue an international partnership. An MOU can be seen as the first step in the process of developing an agreement that enables the sending of students or faculty abroad. MOUs are officially signed by the universities involved, but are usually very brief with minimal detail. An MOU can be likened to a handshake or a gesture of goodwill, indicating that both parties are interested in developing a subsequent agreement.

Steps for Initiating an MOU:

1.  An agreement can be drafted using this template.  An updated template should be downloaded with each new agreement as template language is subject to change.

2. Once the initiator has a draft of the agreement prepared, it should then be sent to the Office of International Engagement for review. Please send drafts electronically in Word format to internationalpartnerships@ilstu.edu.

3. A panel consisting of the Executive Director of the Office of International Engagement and staff from Export Control, Risk Management, and the Information Security Office will review the draft.  Once all parties have reviewed and approved the draft, it will then be sent to General Counsel for review and approval.

4. Upon General Counsel's approval, the Office of International Engagement will route for appropriate signatures. Two copies of the agreement will be made and sent to the other institution for approval and signatures.

5. The initiator will be notified once the agreement has been sent to the other institution for signatures. Once the agreement has been signed and returned by the other institution, a copy will be sent to the initiator for their records. The original signed copy of the agreement will be filed in the Office of International Engagement.

6. Depending upon the terms of the agreement, the initiator will be contacted when the agreement is set to expire.
